DataFlow Verification Explained: PSV for UAE, Saudi and Qatar
What DataFlow primary source verification is, which documents it checks, how long it takes, and what to do with a discrepancy or unable-to-verify report.
If you want to work as a doctor, nurse, pharmacist or allied health professional in the Gulf, you will meet DataFlow early. DataFlow Group runs primary source verification (PSV) for several GCC regulators, and a clean report is one of the conditions for your licence.
What primary source verification means
Copies can be forged; issuing institutions cannot. In PSV, the verification company contacts the institution that issued each document and asks it to confirm authenticity. DataFlow also confirms the accreditation of the issuing authority and other details the regulator requires.
Regulators use PSV to stop fraudulent credentials before anyone treats patients. Qatar's Department of Healthcare Professions (DHP) does not let a person practise before verification results are known.
Which regulators use DataFlow
| Country | Regulator | Verification |
|---|---|---|
| UAE โ Dubai | Dubai Health Authority (DHA) | DataFlow (partner since 2007) |
| UAE โ Abu Dhabi | Department of Health (DOH) | DataFlow service for DOH |
| Saudi Arabia | Saudi Commission for Health Specialties (SCFHS) | DataFlow |
| Qatar | DHP, Ministry of Public Health | Approved providers: DataFlow, Quadrabay, AVS |
In Qatar, verification must be completed before you apply for registration or evaluation, and the report is attached to the online evaluation application. In the UAE, the PQR sets out the qualification standard your verified documents are then measured against; see How to get a medical licence in the UAE.
Which documents are verified
The exact list depends on the regulator and package, but as a rule you submit clear scans of:
- passport copy,
- educational degrees,
- professional qualifications,
- academic transcripts,
- employment certificates,
- health licences,
- good standing certificates,
- a name change certificate if your name differs between documents and passport.
Some issuing authorities ask for additional documents or information; DataFlow then contacts you.
What you do not need
PSV does not require attestation or apostille, translations, or physical copies; clear and complete scans are enough. Your recruiter or regulator may still ask for attested originals for their own purposes, so check with them.
The process step by step
- Start from the regulator's route. For DHA, applications start through DataFlow's DHA gateway. Other regulators have their own entry points.
- Choose the package and pay. Fees depend on the package and the number of additional documents; some issuing authorities charge an extra fee to release the verification. The portal shows the current fees before you pay.
- Sign the Letter of Authorization (LOA). The LOA is mandatory and allows DataFlow to contact your institutions. It can be signed digitally, although some issuing authorities need a manually signed LOA.
- Receive your case number. After payment you get a confirmation email with your DataFlow case number. Keep it; you need it for every support request.
- Verification runs. DataFlow contacts each issuing authority.
- Report. When complete, DataFlow emails you and shares the final report with your regulator.
How long it takes
For SCFHS applications the standard time frame is usually 15 to 25 working days from payment and submission of a complete set of documents. Typical causes of delay are incomplete submissions, late responses from issuing authorities, and events such as conflicts, strikes or natural disasters.
The slowest part is almost always one institution that answers late, not DataFlow itself.
Reading your report
Reports generally fall into three outcomes:
- Positive / verified: the institution confirmed the document.
- Discrepancy: the institution's answer does not match what you submitted (for example, different dates or titles).
- Unable to Verify: the institution did not answer or the information was insufficient.
Appeals and re-verification
You can request a one-time free re-verification by filing an appeal against a Discrepancy or Unable to Verify report, within 180 days of the report's completion. Extra charges can apply when the Unable to Verify result was caused by missing information from the applicant.
Before you appeal, find out why the result happened. Call the HR department or registrar, confirm what they will answer, and upload supporting evidence with the appeal.
How to avoid delays
- Submit everything at once. Documents added later cost extra and delay the report.
- Use uncut, legible scans. Blurry or cropped copies trigger follow-up requests.
- Match your names. Add the name change certificate if any document differs from your passport.
- Warn your institutions. Tell your university registrar and former employers' HR that a verification request will arrive.
- Give exact dates and contact details on experience certificates, and make sure the issuing department still exists.
- Plan for closed institutions. If a hospital closed or merged, find out who holds its records before you apply.
- Refunds are time-limited. Refunds can only be requested within 48 hours of payment. Choose the correct regulator and package before you pay.
Can one report be used for another regulator?
DataFlow offers transfers of existing reports for some routes; for DHA there is a separate process for applicants transferring an old report. Whether a report is accepted by a second regulator is that regulator's decision. If you plan to move from Dubai to Abu Dhabi or from the UAE to Saudi Arabia, ask before paying for a fresh verification. For the differences between UAE regulators see DHA vs DOH vs MOHAP.
Preparing your documents for DataFlow: a worked example
Imagine a general practitioner who graduated abroad, completed an internship, worked at two hospitals and then moved to a third country. Her verification set would typically contain one degree, one transcript, one internship certificate, three experience certificates, two licences and two good standing certificates. Each of these goes to a different issuing authority, and each authority answers at its own pace.
Before paying, she should:
- confirm the registrar's office of her university handles verification requests and by which channel,
- ask both hospitals' HR departments whether they answer third-party verification requests and who signs,
- check whether her former licensing authority issues good standing certificates directly to verifiers,
- make sure her married name and maiden name are linked through a name change document.
This preparation is often the difference between a quick report and an Unable to Verify outcome.
Saudi Arabia and Qatar in brief
Saudi Arabia. DataFlow verifies documents for applications under the Saudi Commission for Health Specialties (SCFHS). SCFHS has its own registration and classification process, which follows verification.
Qatar. The DHP treats PSV as a mandatory requirement for registration and licensing of all healthcare practitioners and accepts several providers. Choose the provider your DHP application process names, and complete verification before you start the evaluation application.

What is primary source verification?
Instead of accepting copies, a verification company contacts the issuing institution directly, such as your university, licensing board or former employer, to confirm that each document is genuine. GCC regulators require it before licensing.
How long does DataFlow take?
For Saudi (SCFHS) applications the standard time frame is usually 15 to 25 working days from payment and submission of a complete set of documents. Late answers from issuing authorities or missing documents can extend this.
Do I need to attest or apostille my documents?
DataFlow does not require attestation, apostille, translation or physical copies for PSV, only clear and complete scans. Your regulator or employer may still ask for attested originals separately.
What if my report says 'Unable to Verify' or 'Discrepancy'?
DataFlow allows a one-time free re-verification through an appeal, filed within 180 days of the report. Extra charges can apply if the problem was missing information from your side.
Is DataFlow the only provider?
Not everywhere. DHA and DOH work with DataFlow. Qatar's Department of Healthcare Professions lists DataFlow, Quadrabay and Approved Verification Services (AVS) as approved providers.
Can I add documents later?
All documents must be submitted at the time of application; anything added later incurs extra fees and delays the final report.
Educational content only, not individual medical, legal or immigration advice. Fees, formats and rules change: always confirm with the responsible authority before you apply.
