Kuwait Ministry of Health Licensing for Doctors: Guide 2026
How doctors get licensed in Kuwait: the Ministry of Health licensing department, equivalency, interviews, the Prometric exam, licence validity and 2025 reforms.
Kuwait does not have a separate medical council in the way the UK or Saudi Arabia does. Doctors are licensed by the Ministry of Health (MOH) itself, through its medical licensing department, with qualification equivalency handled by the Ministry of Higher Education. The process differs slightly depending on whether you will work in a government hospital or in the private sector.
This page summarises the Kuwaiti route for physicians in 2026. Kuwait has been reforming its licensing rules, so confirm current requirements with the ministry. For jobs, visas and daily life, see working as a doctor in Kuwait.

Who does what
- Ministry of Health. The ministry's medical licensing department handles health licences for professionals and institutions. Its licensing exam is delivered through Prometric.
- Ministry of Higher Education. Your scientific certificates (degree and postgraduate qualifications) are sent to the Ministry of Higher Education for approval or equivalency before licensing.
- Specialty and licensing committees. For private-sector licences, you are interviewed by the relevant specialty committee, and the Medical License Committee approves the licence.
Government sector licensing
If you are recruited by the Ministry of Health for a government post, two core conditions apply:
- Your scientific certificates must be approved by the Ministry of Higher Education.
- Non-Kuwaiti doctors must pass a personal interview at the Ministry of Health.
In practice, government recruitment is driven by the ministry's hiring process, and the employer guides you through the paperwork. Keep certified copies of your degree, internship, postgraduate certificates and experience letters ready.
Private sector licensing
For doctors joining private hospitals or clinics, the steps are:
- Send your scientific certificates to the Ministry of Higher Education for equivalency.
- Attend an interview with the specialty committee.
- Obtain approval from the Medical License Committee.
- Receive the licence.
Validity. Private-sector licences are valid for five years for Kuwaiti applicants and two years for non-Kuwaiti applicants. Plan renewals early, because a licence that lapses can delay your residency and work permit.
The licensing exam
The Ministry of Health runs a licensing exam delivered at Prometric test centres worldwide. You register with the Ministry of Health first, then book your exam through Prometric, and your name must match across your ministry registration, your Prometric booking and your passport. Passing the exam is a step towards a licence; it does not on its own give you the right to practise.
The ministry's specialty blueprints set the content for each exam. Because requirements are being reformed, confirm with the ministry which exam, if any, applies to your title before booking.

Recent reforms
On 31 December 2025, Kuwait's health minister issued eight ministerial decisions as part of the ministry's plan to develop the healthcare system and regulate the medical profession. One of them concerned the issuing of new licences for medical and dental professionals in the private sector and linking it to the public healthcare system.
Details of a possible new unified national licensing exam are not yet final, so ask your employer or the ministry directly.

Document checklist
Kuwaiti licensing relies heavily on certificate approval by the Ministry of Higher Education. Prepare:
- Passport copy and recent photos.
- Medical degree certificate and transcripts.
- Internship completion certificate.
- Postgraduate qualifications and specialty certificates.
- Experience letters from each employer, with dates.
- Current licences or registrations and a certificate of good standing from your country of practice.
- Attestation of documents as required by Kuwaiti authorities and the issuing country.
Keep names and dates consistent across all documents, and make sure your passport name matches your ministry and Prometric registrations exactly.
Planning your timeline
Equivalency, the specialty committee interview, any required exam and committee approval happen in sequence for private-sector licences, so start the equivalency step as soon as you have an offer. For government posts, the ministry's recruitment process sets the pace, and non-Kuwaiti doctors should prepare for the personal interview. Remember that non-Kuwaiti private-sector licences run for two years, so diarise your renewal from day one.
Fees (as of October 2026)
Prometric shows the exam fee at booking, and the ministry and the Ministry of Higher Education charge their own fees for equivalency and licensing.
Typical mistakes
- Skipping equivalency. Your certificates must be approved by the Ministry of Higher Education first.
- Booking Prometric before registering with the ministry.
- Name mismatches between ministry registration, Prometric booking and passport.
- Forgetting the shorter validity for non-Kuwaitis. Two years in the private sector.
- Trusting outdated guides. The December 2025 decisions changed the framework.
Next steps
- Check current requirements with the Ministry of Health or your employer.
- Start your Ministry of Higher Education equivalency early.

Summary
In Kuwait, the Ministry of Health licenses doctors directly. Your certificates go to the Ministry of Higher Education for approval or equivalency; government-sector applicants who are not Kuwaiti sit a personal interview at the ministry, while private-sector applicants face a specialty committee interview and Medical License Committee approval. The ministry also runs a licensing exam through Prometric. Private-sector licences for non-Kuwaitis last two years. With reforms announced at the end of 2025, confirm the current rules with the ministry or your employer before you commit to dates or book an exam.
