Working as a Doctor in Qatar: DHP Licensing and Exam Guide 2026
Practical guide for doctors moving to Qatar: DHP licensing, primary source verification, Prometric qualifying exam, attempt limits and timeline.
Qatar has a compact, well-funded healthcare system and recruits international doctors for both public and private facilities. Licensing is centralised at the Department of Healthcare Professions (DHP) of the Ministry of Public Health, which many people still call by its former name, QCHP.

The Qatari healthcare system
Public healthcare in Qatar is delivered mainly by Hamad Medical Corporation (hospital care) and the Primary Health Care Corporation (primary care), alongside Sidra Medicine and a growing private sector. All practitioners in both public and private facilities need a DHP licence. Recruitment is usually employer-led: the facility sponsors your visa and supports your licence application.
Authorities
- Department of Healthcare Professions (DHP) registers and licenses healthcare practitioners, runs the qualifying exams with Prometric and accredits continuing professional development. See /councils/qatar-department-of-healthcare-professions/.
- Ministry of Public Health sets health policy and licenses facilities.
- Prometric delivers the computer-based qualifying exams and handles exam bookings.
- Approved PSV providers verify documents.
Recognition: evaluation by DHP
Qatar does not have a separate degree recognition step. DHP evaluates your qualifications and experience against its requirements for the scope you apply for (general practitioner, specialist, consultant). Depending on your scope and qualifications, you either sit the qualifying exam or are evaluated through approved qualifications or a panel assessment. Your primary medical degree, postgraduate qualifications, licences and experience certificates are verified by an approved provider.
Licensing process step by step
- Get a job offer from a licensed facility in Qatar, which typically starts the application.
- Check your scope (GP, specialist, consultant) and the requirements for it on the DHP website.
- Start primary source verification with an approved provider: DataFlow, Quadrabay or AVS. See DataFlow verification explained.
- Apply for evaluation through the DHP system with your documents.
- Sit the qualifying exam if your scope requires it. It is computer-based and delivered by Prometric; questions about booking go to Prometric. See the Qatar DHP exam page.
- Receive eligibility and complete the remaining licensing steps with your employer.
- Licence issued, followed by visa, onboarding and privileging in your facility.
The exact order can differ by employer and scope. Many facilities guide you through the DHP system and pay some fees.
Costs
DHP sets fees for evaluation, the qualifying exam and licence issuance, and PSV providers charge separately. Amounts change, so confirm them at the time of application. Some employers reimburse these costs; clarify this before you apply.
Timeline
| Phase | Main driver |
|---|---|
| Job offer | Employer recruitment |
| Primary source verification | Response speed of your university and employers |
| DHP evaluation | Completeness of your file |
| Qualifying exam | Booking with Prometric and preparation |
| Licence and visa | Employer and authority processing |
Physicians have up to three consecutive attempts at the specialty exams, so treat the first attempt seriously and prepare before booking.
Language requirements
Qatar's qualifying exams test clinical knowledge and are delivered in English. Clinical work and documentation in most facilities is in English. Arabic is helpful for patient communication, particularly in primary care, but it is not usually a licensing requirement for physicians. Check your employer's expectations.
Specialist training and titles
Specialist and consultant scopes are granted based on recognised postgraduate qualifications and experience. Hamad Medical Corporation runs residency and fellowship programs accredited for graduate medical education, mainly for local and eligible applicants. Foreign-trained specialists usually join as specialists or consultants based on their existing qualifications and DHP evaluation, not through local residency.
Working conditions
Terms of employment are set by each employer: salary, housing, allowances, working hours and on-call. There is no public pay scale covering all employers. Licences must be renewed and require continuing professional development accredited by DHP. Changing employers involves updating your licence and sponsorship, so read your contract carefully.
Document checklist
Prepare these before starting verification and the DHP application:
- Primary medical degree certificate and transcript.
- Internship completion certificate.
- Postgraduate qualifications and training certificates for specialist and consultant scopes.
- Experience certificates on letterhead with exact dates and roles.
- Current and previous licences, plus certificates of good standing.
- Passport copy and photo to DHP specification.
Keep your name identical across all documents, and submit everything to your PSV provider in one go.
Preparation strategy for the qualifying exam
DHP's qualifying exams are computer-based multiple-choice exams delivered by Prometric, with separate exams for many physician specialties. Prepare like this:
- Identify the exact exam for your scope on the DHP page.
- Practise one-best-answer questions in your specialty and in general medicine.
- Review every explanation and repeat weak topics with spaced review; see spaced repetition for medical exams.
- Simulate the exam with timed sessions before booking with Prometric.
With up to three consecutive attempts for physician specialty exams, a failed first attempt costs more than an extra few weeks of preparation.
Scopes and assessment
| Scope | Typical basis | Assessment |
|---|---|---|
| General practitioner | Basic medical degree plus experience | Qualifying exam, unless exempt |
| Specialist | Recognised postgraduate qualification plus experience | Specialty qualifying exam or evaluation |
| Consultant | Higher qualifications and senior experience | Evaluation by approved qualification or panel |
DHP sets the exact requirements per scope and specialty.

When to get help
A file review helps if your postgraduate qualification may not match the scope in your offer, if you trained in several countries or if a verification report came back negative. MediFlow's licensing consultation is available at /get-licensed/.
Typical mistakes
- Booking the exam before checking your scope. The wrong scope means the wrong exam.
- Using an unapproved verification provider instead of DataFlow, Quadrabay or AVS.
- Assuming another Gulf authority's exam counts. Qatar runs its own qualifying exams.
- Underestimating the attempt limit for physician specialty exams.
- Assuming an exemption. Exemptions are decided by DHP; get them confirmed in writing.
Next steps
- Read the DHP qualifying examination page and confirm your scope.
- Start primary source verification early with an approved provider.
- Get a MediFlow licensing consultation to check your file before you apply.
- Prepare with exam-style questions in the MediFlow app and on the Qatar DHP exam page.
- Compare with the UAE and Saudi Arabia.
